First, click on your username in the top-right corner:
This will take you to a page with a list of "Links for site editors":
Click on "Manage menus". To create a new set of links, click "Add menu":
and in the window that appears, enter a title for the list, and optionally a description (the description will only appear in the administrative interface). Then click save; you will be taken to the following window:
To add a link, click the "+ Add link" text. In the dialog box that appears, enter a title for the link, and the Path (i.e. the address of the webpage you would like to link to). Please note that links to external webpages must start with either http:// or https://
and then click Save. If you wish to change the order of the links, drag the crossed-arrow icon next to the links up or down to the location you would like, and then click "Save configuration":
